Meet the Staff

Kandice Boutte

County Administrator

Kandice Boutté brings more than 18 years of experience in local government to her role as Hays County Administrator. Originally from Atlanta, Georgia, she holds a bachelor’s degree in journalism from the University of Georgia and a master’s degree in public administration from Georgia State University’s Andrew Young School of Public Policy.

Before joining Hays County, Boutté served in various roles at the  City of Atlanta, the City of San Antonio, and Tarrant County. During her tenure with Tarrant County, she served in key leadership roles that helped advance the County. As the Strategic Initiatives Manager, she  implemented the County’s Strategic Plan and worked on key projects like the County’s Hospital Bond Project, which helped secure $800 million in voter-approved funding for healthcare projects. She also served as the Assistant Director of Budget and Risk Management, where she co-facilitated the development of multi million dollar operating budgets. As Chief of Staff to the County Administrator, she oversaw administrative services, policy development, communications, agenda management, the Office of Domestic Relations, and Dispute Resolution.

As County Administrator, Boutté oversees key county operations, strategic planning, fiscal management, and intergovernmental relations and guides departments toward efficiency and collaboration.

Grounded in values of integrity, faith, and perseverance, Boutté is motivated by the opportunity to serve others and create lasting, positive change.

Natalie Frels serves as the Communications Manager for Hays County, bringing more than 14 years of experience as a dedicated communications professional. Before entering the public sector, Frels spent over a decade as an award-winning journalist and editor, with her work appearing in respected Texas newspapers, including the Brenham Banner-Press, Hays Free Press, and Wharton Journal-Spectator, among others.

In addition to her editorial expertise, Frels is an award-winning photographer with more than 15 years of experience capturing stories through visual media. Her background in both writing and photography reflects her deep passion for compelling storytelling, public relations, and fostering strong connections between organizations, the media, and the community.

Frels earned her Bachelor of Arts in English and a minor in Writing from Lamar University. Today, she continues to leverage her diverse skill set to advance strategic communications and support transparent, impactful engagement with the public.

Sofia Fitterer

Communications Intern

Sofia Fitterer is a senior at Texas State University, graduating in December with a Mass Communication degree. Fitterer has been a communications intern with Hays County for a year. Her current research focuses on finding creative ways to enhance social media for government pages. 

Before entering the local government sector, Fitterer spent some time in the summer of 2022 traveling internationally working with popular music artists fulfilling duties as an interviewer and a personal assistant. 

Fitterer is dedicated, confident and skillful, consistently completing tasks in a timely manner while contributing to public engagement initiatives.

With a background in Public Relations and nonprofit management, Simone Corprew has a passion for communication and serving the community. Simone has experience writing grant applications and managing funding for a variety of project types, including criminal justice, public health, substance abuse treatment, natural disaster mitigation, and transportation infrastructure.

In addition to grant coordination, she also serves as the Vice Chair of the Capital Area Council of Governments’ Aging Advisory Council. Simone is currently working towards achieving her Certified Grants Management Specialist certification.

Genevieve Kitts

Grants Coordinator

Genevieve Kitts is a Texas State University alumnus who studied Public Health Education and Promotion and has a strong background in social science research. Her research focus was on health communication among Hispanic college students and women's health. She would describe her strengths as being dependable, creative, and self-motivated.

Kitts is working to provide Hays County grantees with education and training to organize their grant life cycles. She is excited to step into ongoing projects to support public health promotion, substance use treatment, veterans' services, law enforcement, emergency preparedness and environmental health.
