Special Services Division: Lt. Joe Faulkner

Organized Crime Unit (OCU) is a specialized component of the Special Services Division. The OCU is dedicated to the disruption and dismantling of criminal enterprises through both covert and overt strategic investigations.

Scope of Operations:

The OCU targets high-impact criminal activity to ensure the safety and security of Hays County residents. Our primary focus areas include:

  • Narcotics Interdiction: Combatting the trafficking and distribution of illicit substances by drug trafficking organizations.
  • Fugitive Apprehension: Locating and arresting individuals with active warrants, specifically prioritizing those who are violent or pose a significant risk to the community.
  • Gang Suppression: Investigating and neutralizing organized gang activity and related violence.
  • Specialized Registries: Monitoring and ensuring compliance for sex offender and terrorism-related registrations.
  • Strategic Intelligence: Utilizing surveillance, undercover operations, and community-sourced intelligence to build comprehensive criminal cases.


Investigative Excellence:

Our investigators utilize a wide array of advanced techniques—ranging from technical surveillance to controlled purchases of narcotics. OCU Investigators are responsible for the end-to-end lifecycle of an investigation, including:

  • Conducting detailed suspect and witness interviews.
  • Authoring and executing high-risk search and arrest warrants.
  • Compiling comprehensive evidentiary reports for the Hays County District Attorney’s Office to ensure successful prosecution.
